Russian President Vladimir Putin has signed a law clarifying the state regulation of the dietary supplements market. The Government of the Russian Federation has received the authority to establish quality criteria for dietary supplements and raw materials for their manufacture, depending on the impact on human health. The list of dietary supplements and diseases for which doctors can prescribe them to patients will now be determined by the Ministry of Health of the Russian Federation and Rospotrebnadzor. The document also provides for the introduction of a mechanism for pre-trial blocking of websites with information about dietary supplements that are unlabeled and prohibited for sale. Such resources will be included in the registry of banned websites. The law will enter into force on September 1, 2025.
Medical workers are prohibited from receiving payment and/or gifts from dietary supplement manufacturers. They are also prohibited from entering into agreements with companies under which they have to recommend dietary supplements to patients and accept product samples from representatives.
According to the amendments, it is not allowed to use food raw materials that contain feed additives, animal growth stimulants, including hormonal drugs, and certain types of drugs in the manufacture of dietary supplements.
The Russian government submitted the bill to the State Duma in 2024. The authors of the initiative noted in the explanatory note that the use of dietary supplements according to indications and under the supervision of doctors “will lead to an increase in the market for such products, primarily of domestic production.
In March, it became known that the Russian Ministry of Industry and Trade had developed a number of changes to the labeling rules aimed at expanding the range of labeled dietary supplements and improving the labeling system in this product group. According to the draft, starting September 1, 2025, the list of dietary supplements required for labeling will include new product categories.
